Dr. Zsehong Tsai

Zsehong Tsai received the B.S. degree in electrical engineering from National Taiwan University (NTU), Taipei, in 1983, and the M.S. and Ph.D. degrees from the University of California, Los Angeles, in 1985 and 1988, respectively. During 1988-1990, he worked as a Member of Technical Staff at AT&T Bell Laboratories, where he investigated performance aspects of network management systems. Since 1990, he has been with the Department of Electrical Engineering and Graduate Institute of Communication Engineering of NTU, where he is currently a professor. Dr. Tsai’s academic research interests include switching and QoS control in high-speed networking, broadband Internet applications, network management, and network planning. Dr. Tsai is a receipt of the CIE (Chinese Institute of Engineers) Technical Paper Award in 1997.

During 1998-2004, he joined National Telecommunication Program Office of National Science Council, R.O.C. as a technical leader of the Broadband Internet Research Group. Dr. Tsai has been active in Telecommunication deregulations since Taiwan started the liberalization process of telecomm market in early 90s. Since 1996, he has been a member of Telecommunications Advisory Board (TAB) of Ministry of Transportation and Communications (MOTC), Taiwan, R.O.C. In 2000, he served as the co-chair of the 3G Study Group for Directorate General of Telecommunications (DGT), the telecommunication regulator in Taiwan. Since July 2002, he has been a director in the Board of Directors of Chunghwa Telecom, Co. Starting August 2004, Dr. Tsai has also become the Deputy Executive Secretary of the Science and Technology Advisory Group (STAG) of the Administration Yuan, Taiwan, R.O.C.
